New Malaysian e-cigarette regulations take effect in October

Malaysia is one of the world's leading manufacturers and exporters of e-cigarette liquids. According to a report by the Galen Center for Health and Social Policy, the domestic e-cigarette industry is valued at RM2.7 billion by 2022.

While most products are supplied to overseas markets, local consumers can still easily purchase them through Facebook, WhatsApp, websites, and e-commerce platforms. Minors can also obtain them at home, raising public health concerns.



Green Lung Malaysia President Ho Ruyan emphasized the need to strengthen border enforcement to combat black market circulation and called for multi-sectoral coordination and regulation to effectively curb the spread of e-cigarettes among youth and prevent the immeasurable long-term health harms they cause.

The government has been widely criticized for its slow progress in regulating e-cigarettes and the lack of coordinated enforcement, resulting in policy confusion and confusion for both the industry and law enforcement agencies. The public hopes that the implementation of the Public Health Tobacco and Smoking Products Control Order (Act 852) in October 2024 will improve the current situation.
