Shopee will be implementing a revision to its Fast Handover Rate (FHR) policy starting 1 October 2025. The update specifically affects the cut-off time (COT) for orders paid after 12 PM, requiring sellers to hand over parcels earlier than before.

Key Changes to Cut-Off Time (COT)

Shopee is tightening the parcel handover deadlines, especially for orders paid after 12 PM.

What’s Different?

The biggest change affects afternoon orders (after 12 PM):

  • Before 1 October 2025 → Sellers had until 11:59 PM of the next day to complete the handover.

  • Effective 1 October 2025 → Sellers only have until 11:59 AM of the next day, effectively shortening the handover window by 12 hours.

This means sellers will need to process, pack, and hand over parcels more quickly, especially for orders confirmed later in the day.

For a full breakdown of what FHR is and strategies to maintain it, check out our guide here: How Shopee Sellers Can Maintain Fast Handover Rate (FHR).

Shopee Fast Handover Rate (FHR) Calculation

The formula to calculate FHR is unchanged, but the handover timeline now plays a bigger role with the revised cut-off time.

Example scenario:

  • Total paid parcels on Day 1: 100

Orders paid before COT (12 PM):

  • 50 parcels were paid before 12 PM.

  • Seller handed over 45 parcels on the same day → Counted towards FHR.

Orders paid after COT (12 PM):

  • 50 parcels were paid after 12 PM.

  • Seller handed over 45 parcels by 11:59 AM the next dayCounted towards FHR.

FHR Calculation:

(45 + 45) ÷ 100 × 100% = 90%

This example shows that even with the new deadline, as long as parcels are handed over on time according to the updated rules, they still contribute positively to your FHR.

Why This Matters

The updated handover deadline for afternoon orders gives sellers less time to process, pack, and pass parcels to logistics providers. Missing this new 11:59 AM cut-off can significantly lower your FHR, which directly impacts your shop’s growth opportunities on Shopee.

A lower FHR may affect:

  • Eligibility for Shopee Preferred and Shopee Mall – losing these badges reduces trust and credibility.

  • Access to campaigns, vouchers, and promotions – fewer chances to attract new buyers.

  • Shop ranking and visibility – poor FHR can reduce exposure in search results and recommendations.

Note: Shopee requires Preferred and Shopee Mall sellers to maintain at least 60% FHR to keep their status.

Boosting Fulfilment Speed Across Channels

With Shopee tightening the Fast Handover Rate (FHR) cut-off time from 1 October 2025, sellers now have less room to delay afternoon orders. Staying organised and efficient will be key to keeping FHR above the required threshold for Shopee Preferred and Shopee Mall eligibility.
