Shopee will be implementing a revision to its Fast Handover Rate (FHR) policy starting 1 October 2025. The update specifically affects the cut-off time (COT) for orders paid after 12 PM, requiring sellers to hand over parcels earlier than before.
Key Changes to Cut-Off Time (COT)
Shopee is tightening the parcel handover deadlines, especially for orders paid after 12 PM.

The biggest change affects afternoon orders (after 12 PM):

Before 1 October 2025 → Sellers had until 11:59 PM of the next day to complete the handover.

Effective 1 October 2025 → Sellers only have until 11:59 AM of the next day, effectively shortening the handover window by 12 hours.
This means sellers will need to process, pack, and hand over parcels more quickly, especially for orders confirmed later in the day.

Shopee Fast Handover Rate (FHR) Calculation
The formula to calculate FHR is unchanged, but the handover timeline now plays a bigger role with the revised cut-off time.
Example scenario:

Total paid parcels on Day 1: 100
Orders paid before COT (12 PM):

50 parcels were paid before 12 PM.

Seller handed over 45 parcels on the same day → Counted towards FHR.
Orders paid after COT (12 PM):

50 parcels were paid after 12 PM.

Seller handed over 45 parcels by 11:59 AM the next day → Counted towards FHR.
FHR Calculation:
(45 + 45) ÷ 100 × 100% = 90%
This example shows that even with the new deadline, as long as parcels are handed over on time according to the updated rules, they still contribute positively to your FHR.
