1. Background: Shopee PH’s Evolving Return Policy

 

(1). Shopee "Change of Mind" & COD Unbox Returns


Since May 26, 2025, Shopee PH introduced Cash on Delivery (COD) unboxing with on‑the‑spot returns, allowing buyers to inspect items before completing the purchase. This customer‑friendly feature has boosted buyer confidence but also increased return rates, triggering RSF/FSF charges from June 1, 2025.

Analysts report that average return rates on COD orders hover around 8–10%, translating to an additional ₱30–₱50 per return in shipping costs. Without a support program, sellers could face monthly losses exceeding ₱5,000 if handling 200 COD orders per month.

 

2. How Does Shopee RR Shipping Fee Support Program Work?


(1). RSF & FSF Support:

Shopee automatically covers both legs of the shipping journey for returns and refunds, eliminating manual claims.

For example:

Case 1: Return and refund

If the buyer successfully files for a return/refund after receiving the parcel, the seller is obligated to pay both the FSF and the RSF on behalf of the customer.

However, if the order was placed when the seller was participating in the RR Shipping Fee Support Program and was later delivered to the customer, the seller will not be required to pay any FSF or RSF in the refund to the buyer.

Case 2: Refund only

If the customer successfully asks for a refund after receiving the parcel, the seller is simply obligated to pay the FSF on behalf of the buyer.

However, if the order was placed when the seller was registered in the RR Shipping Fee Support Program and was later delivered to the buyer, the seller will not be required to pay any FSF in the refund to the buyer.

This saves your RR costs from shipping fees alone by an average of 11%.

2. Click on Campaign on the left sidebar menu



3. Click on Nominate Now on the RR Shipping Fee Support Program



4. Click on Sign Up or Opt Out, whichever is applicable



5. The run will only become effective on the 1st day of the next calendar month
 

Enrollment Process Opt-out Process
Sellers can access the Campaign Page to learn more about the program, check their program fee, and sign-up.

Sellers can choose to opt-in/out freely until 2 days before the start of the new run. Thereafter, sellers will have to commit till the end of that run.
Once a new run has begun, sellers may opt-out from the next run up to 2 days before the start of the next run.

This may be done in the same Campaign Page that was used to sign up for the program.
