Shopee has introduced several important fulfilment policy updates in 2026 that will affect how sellers prepare and ship orders on the platform. These changes focus on improving delivery speed, strengthening operational standards, and enhancing buyer experience.

1. Fast Handover Rate (FHR) Will Be Included in Seller Penalty Points

Starting 11 May 2026, Fast Handover Rate (FHR) will officially be included in the Seller Penalty Points system. This means that failing to maintain a healthy FHR may now contribute to penalty points on your seller account.

Shopee has also revised the Fast Handover Rate (FHR) cut-off time (COT) starting 11 February 2026.
This affects the time window sellers have to hand over parcels to logistics providers for the shipment to be counted as “fast.”

FHR is calculated based on the percentage of parcels handed over and scanned by couriers within the defined fast timeframe over the last 30 days. Since FHR will soon be included in Seller Penalty Points, it is now a metric sellers should actively monitor.

2. Days to Ship (DTS) Policy Revision

Effective 11 February 2026, Shopee revised its Days to Ship (DTS) policy.

DTS refers to the number of days sellers have to ship out an order after it is placed.

For most sellers, weekends and public holidays are not counted when calculating DTS. However, Preferred, Mall, and Managed sellers follow a different fulfilment schedule where Saturday is included.

Shopee also introduced a rule for new local sellers. New sellers are defined as sellers who created their first product listing within the last 120 calendar days.

For these sellers:

  • Standard DTS rules apply during the first 120 days

  • DTS 0 or DTS 1 will only apply starting day 121

This adjustment gives new sellers more time to stabilise their operations before switching to stricter shipping timelines.

3. Fulfilled by Shopee (FBS) as a Fulfilment Alternative

To help sellers meet fulfilment requirements more easily, Shopee also promotes its Fulfilled by Shopee (FBS) programme.

4. Auto Cancellation Layer (ACL) Policy Revision

Shopee also revised its Auto Cancellation Layer (ACL) system starting 11 February 2026. ACL is a system that automatically cancels an order and refunds the buyer if the seller fails to fulfil it within the required timeframe.

An order may be cancelled if:

  • The seller does not ship within the product’s DTS timeframe

  • The seller does not arrange shipment or hand over parcels within the ACL period

5. Late Shipment Rate (LSR) Threshold Increased

Shopee also adjusted the Late Shipment Rate (LSR) requirement. Previously, the threshold was 10%, but it has now been revised to 15%.

LSR measures the percentage of orders shipped late within the past 7 days. An order is considered late when it is shipped after the shipping deadline shown in the order details.

Shopee temporarily loosened this requirement to help sellers adjust to the revised fulfilment policies. Even with the higher threshold, sellers should still aim to keep their LSR as low as possible to maintain account health.
