TikTok Shop Philippines: Buyer Return Shipping Fee Policy Update

TikTok Shop Philippines has announced an update to how return shipping fees are managed, effective the week of April 20, 2026. The change aims to build a more sustainable and reliable platform for all users — buyers and sellers alike.

Starting April 20, 2026, sellers will be held responsible for two-way shipping fees — covering both the forward (delivery) and return shipping costs — for orders returned due to a buyer's change of mind.
However, the policy comes with important protections for sellers. Sellers are only required to cover the shipping fees actually paid by the buyer, meaning any shipping vouchers used by the buyer will be absorbed by the platform and will not be charged to the seller.
Additionally, this responsibility is capped at 2 "Change of Mind" returns per customer per month. If the same customer initiates more than two such returns within a month, the shipping fees for those subsequent returns will be covered by the platform.
To illustrate how the costs are calculated: if the original delivery fee for an order is ₱500, and the buyer applies a ₱200 shipping voucher, the seller's share of the forward shipping fee comes to ₱300. If the return shipping fee is also ₱300, the total cost borne by the seller would be ₱600.
Not all return scenarios will result in shipping fee deductions for sellers. Specifically, sellers will not be charged in the following two cases.
Recognizing that these changes may impact sellers' businesses, TikTok Shop is launching a new, optional Shipping Fee Reimbursement Program in April 2026.
This program is designed to help sellers offset the additional costs introduced by the new policy and protect their profit margins during the transition period. Further details on how to enroll in the program will be shared by TikTok Shop at a later date.
Q1: When exactly does this new shipping fee policy take effect?
The new policy will take effect during the week of April 20, 2026. Sellers are advised to prepare and adjust their return management strategies ahead of that date.
Q2: Do I have to pay the full delivery fee charged to the buyer?
No. You are only responsible for the amount the buyer actually paid out of pocket. If the buyer used a shipping voucher, that portion is covered by the platform. For example, if the delivery fee is ₱500 but the buyer used a ₱200 voucher, you only pay ₱300.
Q3: Are all types of returns subject to this new policy?
No. The policy specifically applies to "Change of Mind" returns only. You will not be charged shipping fees for refund-only orders (where no physical return is required) or for orders where you arranged delivery independently as a "Shipped by Seller" order.
In addition, Filipino sellers who manage multiple TikTok Shops can try using ERP tools like BigSeller to manage all TikTok after-sales orders in a unified and efficient manner.

1. New Rules for "Change of Mind" Returns
2. A Practical Example
3. What Will Not Be Charged?
Not all return scenarios will result in shipping fee deductions for sellers. Specifically, sellers will not be charged in the following two cases.
- First, for Refund-Only Orders, where the buyer receives a refund but is not required to physically return the item.
- Second, for "Shipped by Seller" Orders, where the seller independently arranges the delivery outside of TikTok Shop's logistics system.
4. Introducing the Shipping Fee Reimbursement Program
