Shopee Ads 12% VAT Philippines: How It Affects Ad Cost, ROAS & Seller Profit

Shopee Philippines sellers have received a notice stating that a 12% value-added tax (VAT) will be added to Ads Credit purchases beginning November 1, 2026. For sellers who depend on Shopee Ads to generate traffic and orders, this changes the cash amount required to fund campaigns and may reduce the real return from advertising if the VAT cannot be recovered as input tax.

Sellers should update their advertising budget, ROAS target, product margin calculation and tax records before the new billing treatment takes effect.

Quick answer

From November 1, 2026, a seller purchasing ₱10,000 in Shopee Ads Credit may need to pay an additional ₱1,200 in VAT, for a total cash payment of ₱11,200. Whether the ₱1,200 remains an expense or may be claimed as input VAT depends on the seller's VAT registration, supporting invoice and applicable BIR rules.

What Changes on November 1, 2026?

According to the seller notice reported by DNY123, Shopee Ads Credit in the Philippines will move from a VAT-inclusive arrangement to a VAT-exclusive arrangement. In practical terms, the 12% VAT will be charged on top of the advertising credit amount selected by the seller.

This is a change in how the advertising purchase is billed and paid. It does not automatically apply to physical product sales or every other Shopee seller fee. Review the first invoice issued after the effective date because the Ads Credit, total payment and VAT may be presented separately.

Why Is VAT Being Added to Shopee Ads?

The Philippines expanded VAT coverage for digital services under Republic Act No. 12023. The law covers digital services consumed in the Philippines, including online advertising services. The Bureau of Internal Revenue later issued Revenue Regulations No. 3-2025 to implement the rules.

Advertising tax should therefore be included when forecasting campaign cash requirements. The accounting and input VAT treatment depends on the invoice and the seller's tax status.

How Much More Will Shopee Ads Cost?

Consider a campaign that generates ₱50,000 in attributed sales from ₱10,000 in Ads Credit. If the VAT is charged on top and is not recoverable, the seller's cash-based ad cost becomes ₱11,200.

Metric Before Additional VAT With 12% VAT Added
Ads Credit ₱10,000 ₱10,000
VAT paid Included or not separately added ₱1,200
Total cash payment ₱10,000 ₱11,200
Attributed sales ₱50,000 ₱50,000
ROAS based on cash paid 5.00 4.46
ACoS based on cash paid 20.0% 22.4%

The campaign generates the same sales, but its effective cash ROAS falls from 5.00 to 4.46 when unrecoverable VAT is included.

Important: The ROAS displayed in Shopee Ads may continue to use media spend or consumed Ads Credit as its denominator. Sellers should therefore calculate a separate cash-based ROAS for internal profit decisions if VAT is not recoverable.

Can Shopee Sellers Claim the VAT as Input Tax?

The answer depends on the seller's registration and documentation, not simply on whether the seller has a Taxpayer Identification Number (TIN).

  • VAT-registered sellers: The VAT may be claimable as input tax if the purchase is used in the business and is supported by a valid VAT invoice that meets BIR requirements. Confirm the treatment with your accountant or tax adviser.
  • Non-VAT sellers: The VAT will generally form part of the advertising cost because the seller normally cannot claim it as input VAT.
  • Sellers with a TIN but no VAT registration: A TIN alone does not make the VAT recoverable. VAT registration and compliant documents remain important.

Even when input VAT is claimable, the full amount is paid upfront, so cash-flow planning and accounting treatment remain separate.

How Should Sellers Recalculate ROAS and Profit?

If the VAT cannot be recovered, include it in the amount used to evaluate advertising performance:

  • Cash ROAS = Attributed Sales / Total Ad Payment Including Unrecoverable VAT
  • Cash ACoS = Total Ad Payment Including Unrecoverable VAT / Attributed Sales

ROAS alone does not prove profitability. A break-even calculation should also include product cost, Shopee fees, seller-funded shipping or vouchers, returns, packaging, labor and the full advertising cost. Low-margin products may require a higher minimum ROAS, lower bids or a shift toward listings with stronger conversion rates.

What Should Sellers Do Before November 1?

  1. Check your tax information. Confirm that the registered business name, TIN and VAT status used for Shopee billing are correct.
  2. Download the first post-change invoice. Compare the Ads Credit, VAT and total payment.
  3. Update campaign targets. Recalculate break-even ROAS and ACoS using VAT-inclusive cash cost when the tax is not recoverable.
  4. Review advertising budgets. A ₱50,000 Ads Credit plan may require ₱56,000 in cash after VAT.
  5. Avoid blindly stockpiling Ads Credit. Shopee's official top-up guide says top-ups are non-refundable and credit types may have different expiry dates.
  6. Keep supporting records. Store invoices and payment records with your other tax documents, especially if input VAT will be claimed.

Track Shopee Ad Costs and Store Profit with BigSeller

BigSeller's Store Profit Report can automatically fetch historical Shopee advertising fees and combine them with sales, product costs and platform expenses. Shopee ad expenses are synchronized daily, with current-day data generally available the following day.

If Shopee ad expenses have already been fetched automatically, do not enter the same amount again manually, as this can duplicate the expense and understate profit. After November 1, compare the synchronized amount with the Shopee invoice and Seller Center payment record to confirm whether the data returned by the platform includes the new VAT.

If a separate tax amount is not included in the synchronized fee, reconcile it before recording it. BigSeller also supports custom fees in the Profit Report, but do not add an amount already included in Shopee's synchronized fee.

Final Takeaway

The 12% VAT on Shopee Ads Credit increases the cash required to run the same advertising plan from November 1, 2026. Its final effect on profit depends on whether the seller can claim the amount as input VAT. The safest approach is to check tax registration details, preserve the first post-change invoice, recalculate campaign performance using actual cash cost and reconcile Shopee advertising expenses before making budget decisions.
